The Electoral Commission (EC) says it has abandoned its decision to eliminate the use of indelible ink in this year’s elections.
This follows numerous objections to the proposal by Ghanaians and the various political parties.
Speaking during the launch of the Multimedia Group’s 2024 Election Coverage, the Deputy Electoral Commissioner in charge of Corporate Services, Dr Eric Asare Bossman said the decision was necessary in building trust and consensus ahead of the December polls.
“After listening to the discussions, we have heard the concerns of the general public, we have heard the parliamentarians, we have heard the concerns of the NPP and the NDC and civil society members so we have concluded that if by using the ink people will have more trust in the process, why not…” he said.
Earlier, the Minority caucus in Parliament had accused the Electoral Commission (EC) of breaching the constitution by abandoning the use of indelible ink in the upcoming elections.
Speaking on the floor of parliament, the First Deputy Minority Whip, Ahmed Ibrahim and Member of Parliament for South Dayi, Rockson Nelson Dafeamekpor said the action by the EC contravenes the regulation passed by Parliament for the effective performance of its functions.
“The issue of the non-use of the indelible ink breaches the law…Mr Speaker, you cannot come to Parliament with an instrument where protocols have been outlined and you as an administrative fiat decide that you won’t go according to the protocol.
“The use of indelible ink is part of the regulations that we put in the instrument for the effective performance of the Electoral Commissioner so, you cannot decide that you would not apply it. She must do things that will help her perform effectively,” the two NDC MPs had argued.
But EC chair, Jean Mensa, had insisted that prudent measures have been put in place by the Commission to improve the electoral process and ensure a robust identification system.
Madam Mensa explained that the adoption of biometric technology has made it challenging for individuals to vote more than once.
According to her, once a voter has been verified and cast their vote, the system registers the information, preventing any attempts at double voting.
This explanation was however rejected by the opposition NDC with some calling on the EC to reconsider the proposal.
But backing the stance by EC Chair, Dr Eric Asare Bossman said the EC was aiming to avoid double verification in the general elections.
“Last year we noted that we thought when you look at the procedures in our elections the idea of using the indelible ink is like you are using two layers for verification.
“So the Commission said if Mr Evans Mensah is coming to vote, then Mr Evans Mensah will be verified electronically for us to know that indeed Mr Mensah has been verified so when you want to go ahead to use the indelible ink then clearly you don’t have confidence in your biometric register so as a result of that we suggested that it will be better if we do away with the ink,” he explained.Source: Myjoyonline.com
The Electoral Commission (EC) has stated that its proposal to move the date for general elections from December 7 to November may not take effect this year.
According to the Deputy EC Chairman in charge of Corporate Services, Eric Asare Bossman, the legislation required for this change to be implemented will be put before Parliament soon.
“So within the last few months, this is something the commission is going to trigger,” Dr Bossman said on JoyNews.
In January, the Commission proposed the date change, along with considerations for designating the election days as national holidays.

These proposals were presented during the Inter-Party Advisory Committee (IPAC) meeting held on Monday, January 22, 2024.
Advocating for an earlier election month, the Commission emphasised that declaring election days as national holidays could increase civic engagement and contribute to the cultivation of a more robust democratic culture.
However, a section of Ghanaians, including the National Democratic Congress (NDC), opposed this idea.
They explained that it does not align with the consensus reached that any major electoral reforms should take effect from November 2028.

“That was agreed with the political parties that in the event we cannot marshal the forces of IPAC to have it in November in 2020, the commission should take steps to ensure that in 2028, we are going to have it in November,” he said at the launch of JoyNews’ 2024 Election coverage.
The Deputy EC Chairman further explained that the new date will be a selected day in November, and not November 7 as widely speculated.

The Member of Parliament for Damongo Constituency, and Minister for Lands and Natural Resources, Samuel A. Jinapor, has jabbed the National Democratic Congress (NDC), and its Presidential Candidate, John Dramani Mahama, about their 24-hour economy policy, describing it as a mere slogan.
He said the NDC and Mr Mahama, when entrusted with the economy for four years, plunged the country into a power crisis, and could not even provide a 12-hour economy.
According to the Minister, this record of the NDC shows that they cannot be trusted with their supposed 24-hour economy.

Speaking at a ceremony in Damongo where he was acclaimed as the New Patriotic Party’s (NPP) Parliamentary Candidate for the Damongo Constituency, on Saturday, 17th February 2024, Mr Jinapor said the NDC has failed to explain the so-called 24-hour economy to the ordinary Ghanaian, and their record in government, which was marked by dumsor [Power cuts], is evident that they cannot provide a 24-hour economy.
The NPP, last month, held parliamentary primaries to elect their parliamentary candidates for constituencies with sitting Members of Parliament.
In the Damongo Constituency, no one contested Mr Jinapor, who is the incumbent Member of Parliament.
According to the party’s Constitution, where only person is nominated at the close of nominations, the person is acclaimed as the Parliamentary Candidate.
This is the second time in succession that Mr Jinapor has gone unopposed in the Damongo Constituency.
The ceremony to acclaim the Minister as the Parliamentary Candidate drew several dignitaries to the Constituency, including the General Secretary of the Party, Justin Frimpong Kodua, the Minister for Roads and Highways and Member of Parliament for Bantama, Francis Asenso Boakye, the Minister for Chieftaincy and Religious Affairs, Stephen Asamoah-Boateng, and the Minister-designate for Information, Fatima Abubakar.
In his address at the ceremony, Mr. Jinapor called on Ghanaians to vote massively for the NPP presidential candidate, Dr Mahamudu Bawumia.
He said in just two months after his election, Dr Bawumia had laid down his policies and strategies to take Ghana to the next level when elected as the President of the Republic.
He said Mr Mahama, on the contrary, has not been able to make any substantive policy proposition to Ghanaians but has rather asked for a period of honeymoon when elected.
According to Mr Jinapor, even though the NDC has been touting a supposed 24-hour economy, they have failed to explain what this means to Ghanaians.
“When you ask them what 24-hour economy means, they either say Jack Toronto, or something else.”
The Minister said Mr Mahama, when he became President, plunged the economy into dumsor [Power crisis], and collapsed small and medium-scale businesses.
He asked how someone who could not provide for a day’s economy makes provision for a night economy.
“For four years … in the day, tailors could not work, in the day, there was no economy for welders, carpenters, fitters, and thousands and millions of Ghanaians, how then are you going to provide a 24-hour economy,” Mr Jinapor asked.
The Minister said contemporary development, across the world, revolves around technology and digitisation.
He said, that even as Vice President, Dr Bawumia has championed policies that will bring the much-needed development to Ghanaians, and has proven that when elected as President, he can take Ghana to the next level.

The Police have assured that they will leave no stone unturned in ensuring security in the upcoming polls.
Over the major electioneering years, the service has released a list of areas that they consider as hotspots.
These areas are centers that may require critical security deployment due to their volatile nature.
However, speaking on JoyNews, Deputy Commissioner of Police (DCOP) Prince Gabriel Waabu indicated that the service treats every constituency as a hotspot.

“The whole country is a hotspot. We are planning towards the whole country as a hotspot. We are leaving no stone unturned when it comes to individual issues,” he said on Monday, February 19, 2024.
“Yes, they are known, but we’re not concentrating that those would be the hotspots on the D Day. Because if you concentrate on that you might forget of other places. So, yes, we know the old ones. We would put our eyes on those places, be very vigilant, but we still think that it can become [a major hotspot].

MTN Ghana has collected over5909units of blood at its 2024 Save-a-Life campaign. The annual campaign organized to augment shortfalls at blood banks in Ghana, saw thousands of people participating at designated bleeding centres in all 16 regions across the country.

The Ghana Centre for Democratic Development (CDD-Ghana) has held a two-day sensitisation workshop to promote human rights and also cover stories on minority groups in the media.
The workshop, which was held at Royal Lamerta Hotel in Kumasi from 15th to 16th February 2024, aimed at arming persons in the media with the knowledge and skills necessary to uphold and protect the fundamental human rights of all individuals within their jurisdictions as media practitioners.

The two-day workshop was facilitated by experts in the field of human rights, such as Professor Takyiwaa Manuh from CDD-Ghana, and Mr William Nyarko, Executive Director of ACILA/CDD, to provide insights and practical guidance to help the participants understand better the ethical and legal aspects of their roles as media practitioners.

Besides, the workshop aimed at promoting transparency, accountability and trust between the media and the community they serve.
Mr. Nyarko and Prof. Takyiwaa were very worried about the financial, health, trade/tourism, education, etc., implications of the Human Sexual Rights and Ghanaian Family Values Bill, 2021 and the media if it should be passed into law.
According to them, there is possible termination of $800m revenue to Ghana from the Africa Growth and Opportunity Act (AGOA) as it was done to Uganda when legislators in the country passed an anti-gay bill into law.

“We (CDD-Ghana) are against or opposed to the entire anti-gay bill. We’re already at the Supreme Court and High Court challenging various aspects of the bill and even when it is passed into law by Parliament, we will challenge it,” the facilitators declared.
They argued that there are already laws in the country that deal with persons who engage in same-sex, hence it is waste of time, energy and resources for the government to sit down and allow the introduction of the Private-Member Bill, which is likely to have financial implications on the consolidated funds.
The facilitators, therefore, called on the Ghana Journalists Association (GJA) to take keen interest in the bill since the proposed bill, as it stands now, puts everyone at risk, especially minority groups.
The human rights experts told the media that notwithstanding ones personal beliefs in and dislikes against homosexual activities, they should be very circumspect in their reportage.
They mentioned that Clause (12) of the original bill states, “A person who, through media, technology platform, technology account or any other means produces, procures, markets, disseminates, publishes or distributes or uses electronic devices, the internet services … or any other devices, etc. could be arrested for merely mentioning same-sex.”
They maintained that human rights are universal, inalienable, indivisible and interdependent, equal and non-discriminatory which needs to be protected by the State and all not to enact law which seeks to discriminate against minority groups in the country.
The Deputy Foreign Affairs Minister and incumbent Member of Parliament for Asante Mampong, Kwaku Ampratwum-Sarpong,has been re-elected as the Parliamentary Candidate ahead of the December elections.
Mr Ampratwum-Sarpong polled 555 votes to win Saturday’s primary. His close contender Dennis Kwakwa garnered 167 Votes.
The New Patriotic Party (NPP), had initially paused the primary due to internal dissent.
A three-judge panel of the Court of Appeal, led by Justice Georgina Mensah-Datsa, rejected an injunction filed by 35 disgruntled NPP members from the Asante Mampong Constituency.
The Court underscored the potential for reconciliation, noting that all disputing parties are members of the same political group.
The unhappy members have sought legal redress since February 2022, mainly over issues related to polling station executive elections. With the legal obstacle now removed, the NPP has affirmed that the primaries will resume on Saturday, February 17, 2024.

The Ghana Journalists Association (GJA), in consultation with its media partners, has revoked the media blackout imposed on the Member of Parliament (MP) for Awutu-Senya East, Mavis Hawa Koomson.
The Association has, therefore, urged all journalists and media houses to comply accordingly.
The decision was taken after the GJA and its media partners met on Thursday, February 15, 2024, to review the blacklist imposed on the MP, who is also the Minister of Fisheries and Aqua Culture Development.
The imposition of the blackout was meant to get justice for David Kobenna, a morning show host of Cape FM who was assaulted by thugs wearing a branded T-shirt of the MP during the vetting of New Patriotic Party (NPP) parliamentary aspirants in the Central Region, in Cape Coast, on January 4, 2024.
This was contained in a statement issued by the GJA in Accra on Friday, February 16, 2024.
The GJA said Ms Koomson on Thursday, February 15, 2024, redeemed her promise to engage the GJA to settle the impasse by meeting the National Executive of the Association at the Ghana International Press Centre.

“She was accompanied by the Minister-designate for Information, Fatimatu Abubakar, for the meeting, which was attended by the President of the Private Newspapers and Online News Publishers Association of Ghana (PRINPAG), Edwin Arthur, the Executive Secretary of the Ghana Independent Broadcasters Association (GIBA), Gloria Hiadzi, and the Programme Manager for Freedom of Expression at the Media Foundation for West Africa (MFWA), Muheeb Saeed.

The Association said, after extensive deliberations, Ms Koomson said “I will give you the necessary support” to ensure justice for David Kobenna.
It indicated that Ms Abubakar said the Awutu-Senya East MP was willing to work with the GJA to lay the matter to rest, adding that the Ministry of Information would also support in that regard.
“On behalf of the media partners, the GJA President, Albert Kwabena Dwumfour, commended the Fisheries Minister for taking such positive steps to help find a solution to the problem and expressed the hope that she would live by her pledge,” it added.
Meanwhile, the GJA and its media partners called on all media houses to continue to enforce the blackout imposed on the MP for Yendi, Farouk Aliu Mahama.
The blackout was imposed on Mr Mahama for allegedly assaulting Mohammed Aminu M. Alabira, the Northern Regional correspondent of Citi FM/TV, during the NPP parliamentary primaries, on January 27, 2024.
Background and Profile:
Having served as polling station executive at age 18 in 1998, the young Collins Owusu Amankwah, a native of Gyinase, a famous town in the Asokwa Municipality of Ashanti continued to perform dual roles d3espite the assigned one by the party.
This selfless sacrifice by the man many describe as a true patriot and party man continued even when he was General Manager of All Friends FM in Kumasi as he became the face of the party’s communications wing representing the party on almost all radio stations in Kumasi and defending the cause of the New Patriotic Party (NPP).
It was therefore not surprising that the Krofrom boy was elected as youth organiser of the then Manhyia Constituency after the 2008 general elections.

Working so hard and taking on many responsibilities despite the youth organiser position he occupied, God’s grace found him in 2011 when he was elected Manhyia North Constituency parliamentary candidate for the New Patriotic Party (NPP) when backed by the Local Government Act, the Electoral Commission (EC) demarcated the then Manhyia Constituency into North and South.

Once again grace of God smiled on him and despite the serious competition he faced from two other brothers of his, Akwasi Konadu and Nana Osei Bamfo, Hon Collins Owusu Amankwah won again the mandate to represent the NPP as its parliamentary candidate in the 2015 primaries in the area.
In the ensuing parliamentary election, energetic Collins Owusu Amankwah won the parliamentary seat again for the NPP and pushed the then candidate Akufo-Addo to win a first round presidential election in 2016 to form a government from the New Patriotic Party (NPP) stock.

In the lead up to 2020 general elections, Hon Collins Owusu Amankwah after a meeting with the then candidate AKUFO-ADDO who was then seeking a second term mandate decided to work as Operations Director for the group “Aspirants Unite For Victory”, criss-crossing the tortuous roads and routes of the country to shore up support for the NPP presidential candidate.
But surprisingly despite the sucess of the NPP in the 2020 elections, Hon Collins Owusu Amankwah was not given a look having been tipped to head the Ghana Maritime Authority or the Kumasi Metropolitan Assembly as Chief Executive.
Undaunted however, Hon Collins Owusu Amankwah became the face of the NPP when he decided to lead the campaign by the President to whip up interests to make local Assemblies partisan and the Chief Executive positions an electable one.

Hon Collins Owusu Amankwah again against all odds decided to become the lead advocate for the introduction of the electronic transactions levy which is popularly called E-levy and this vigorous campaign of his got many convinced in Ashanti Region particularly to accept the introduction of the then unpopular tax.

Having been the first two term MP, Hon Collins Owusu Amankwah is credited for the uplifting standards of education in the Manhyia North Constituency having diligently invested funds in Information and Communications Technology (ICT) and other teaching modules.
He is known to have superintended over the construction of school blocks, water projects in the communities under the constituency including the construction and asphalting of its access routes.
The people in the community also remembers him for his passion for youth development, access to good health and the training of the Islamic youth and children in formal education as well as the investments in sports and recreation.
It is therefore the talking point of many residents and many others that what more could this man do beyond what he has already achieved to get the Nana Akufo-Addo government to reward the experienced and intelligent man with a position as Chief Executive of one of these state agencies and enterprises!
Well…they say time tells the best of stories and we wait to see if this fantastic patriot, committed and dedicated party man, Hon Collins Owusu Amankwah would get any government appointment to show for his heroics and sacrifice!
