According to an investigative report by the Fourth Estate, and the Media Foundation for West Africa (MFWA), the National Lottery Authority (NLA) gave away a GHS 3 billion prime business to KGL Technology Limited in exchange for peanuts of GHs 170 million annually.
The Fourth Estate has also stated that the contract signed in 2024 was for 15 years with automatic renewal for another 5 years after expiration.
However, the FACTS and Data from the National Lottery Authority (NLA) shows that, the Fourth Estate and Media Foundation for West Africa (MFWA) engaged in sensationalism, while exhibiting Gross Ignorance when it comes to lottery operations.

Below is the Accurate/True Story of the NLA-KGL deal:
15 years Contract of KGL
KGL Technology Limited is not the only company having a 15-year agreement with the National Lottery Authority (NLA). For the avoidance of doubt:
- Lots Services Ghana Limited had a 15-year contract with NLA in 2013, subject to automatic renewal of another 15 years after expiration.
- Simnet Ghana Limited had a 10-year contract with NLA in 2015 subject to automatic renewal for another 10 years after expiration.

Alpha Lotto Limited and some Private Lotto Operators signed 10-year contract with NLA in 2024 subject to automatic renewal after expiration.

All the Lotto Marketing Companies currently doing business with NLA in the Kiosks and using Point of Sale Terminals (POSTs) were issued licenses in 2006 in accordance with Section 58 (Transitional Provisions) and 57 of the National Lotto Act, 2006 (Act 722). These Lotto Marketing Companies have been in operations for the past 19 years.

There are also Lotto Receivers who were previously working with the then Department of National Lotteries (DNL), and these Lotto Receivers were admitted as Lotto Marketing Companies under the Act 722. These companies have been doing business with the National Lottery Authority (NLA) for the past 40-50 years.
Contract of KGL
KGL Technology Limited has No “Contract” with the National Lottery Authority (NLA).
The arrangement between NLA and KGL is a Licensing Agreement issued by the Board of the National Lottery Authority (NLA) in accordance with Sections 5, 6, 7, 8, 9, 10, 11, 12, 13, & 14 of Act 722, and Regulations of 12 & 13 of L. I. 1948.
All licensing agreements issued by NLA to Lotto Marketing Companies, Collaborators and Private Lotto Operators have NEVER gone through the procurement process since they are NOT procurement contracts but rather licensing agreements in accordance with Act 722 and L. I. 1948.
Therefore, it is very misleading for the Fourth Estate and Media Foundation for West Africa (MFWA) to conclude that the NLA-KGL deal is a contract. That is very unprofessional, making the submission highly unethical.
NLA Gave Away A GHS 3 Billion Business to KGL for Peanuts
For the avoidance of doubt, the National Lottery Authority (NLA) was NOT operating any GHS 3 billion business before KGL started operating in Ghana. The highest gross revenue ever generated by NLA before KGL was GHS 401, 711, 318 (400 Million Ghana Cedis) in 2017. As a matter of fact and backed by data, the NLA has NEVER generated GHS 3 billion annually since its establishment in 1957.
The National Lottery Authority (NLA) used 8 years to generate GHS 2, 766, 159, 507 (2.7 billion Ghana Cedis), and out of the GHS 2.7 billion, the NLA used GHS 1, 378, 104, 374 (1.3 billion) to pay winning tickets to the staking public.
Below are the revenues generated by National Lottery Authority (NLA) from 2013-2020 before the active operationalization of the KGL licensing agreement:

This should inform the Fourth Estate and Media Foundation for West Africa(MFWA) that Lotto money is NOT the same as revenue generated by GRA. NLA used 8years to generate 2.7 billion and pay 1.3 billion to winners of National Lotto within that same 8years.
GHs 170 million Peanuts Paid by KGL to NLA
So far NLA-KGL deal is the best at the NLA and below are the facts:.
- From 2013-2020(8years), NLA paid only GHs 182, 009, 000(182 million Ghana Cedis) to the Consolidated Fund. Below is the breakdown of payments to the Consolidated Fund by NLA:

2015 – GHs 33, 270, 000
2016 – GHs 16, 000, 000

The above figures indicate that, the annual payment of GHS 170 million by KGL to the Consolidated Fund through NLA exceeds all the individual figures paid by NLA itself to the Consolidated Fund from 2013-2020.
For the avoidance of doubt, the amount of money paid by KGL to NLA from 2019-2024 (5years) EXCEEDS the amount of money paid by NLA itself to the Consolidated Fund from 2013-2024 and this is the ABSOLUTE FACT.
Therefore, everything shows that the NLA-KGL deal is one of the best regardless of the propaganda by the Fourth Estate and Media Foundation for West Africa (MFWA).
Does NLA Have the Capacity to Operate the 5/90 USSD Short Code?
- In accordance with Act 722 and L. I. 1948, the NLA cannot sell lottery products/tickets directly to the staking public as a Lotto Marketing company.

The NLA has to depend on Lotto Marketing Companies or Collaborators or Private Lotto Operators to sell lottery products/tickets to the public.

Under Act 722 and L. I. 1948, NLA has no power to pre-finance Lottery operations.
Is KGL the Only LMC ever to Have Operated 5/90 USSD?
- In 2008, NLA in partnership with a private company operated NLA 5/90 USSD termed as “Mobi Game 2 Sure” but the project FAILED.

Why Exclusive License to KGL?
- The National Lottery Authority(NLA) has NEVER given multiple USSD and Web Online lottery license agreements to Lotto Marketing Companies or Collaborators or Private Lotto Operators to operate one lottery game or product.

Therefore, it is extremely FALSE that, KGL is unfairly enjoying monopoly of NLA 5/90 USSD and Web Online.
Payments to the Lotto Account
- In fulfilment of Section 32 of Act 722, KGL makes quarterly payments to the NLA for onward submission to the Lotto Account as a requirement for the pre-financing of the lottery operations.

In alignment with Regulations 13 and 14 of L. I. 1948, KGL is empowered to pay winners of National Lotto via the *959# short code.

In fulfillment of Section 2(4) of Act 722, KGL is responsible for all the losses on the *959# short code, and all the losses of KGL throughout the operations of NLA 5/90 USSD and Web Online will NOT be compensated by the State or from the Lotto Account provided for under Section 32 of Act 722.
Conclusion
It is very imperative for the Fourth Estate and Media Foundation for West Africa(MFWA) to understand that, the operations of KGL never started from GHS 3 billion, and also, if KGL stops operations, that supposed GHS 3 billion business would NEVER be automatically available for the State.
Also, we would like the Fourth Estate and Media Foundation for West Africa(MFWA) to remember that NLA has ZERO(0) investments when it comes to the:
1. Cost of IT infrastructure and its periodic maintenance.
2. Cost of daily payment of WINNING TICKETS to the staking public. KGL has been responsible for all the Liabilities and Risks associated with the operations of 5/90 USSD.
3. Cost of Marketing
4. Cost of Technical Fees
5. Daily operating FEES charged by MTN, Telecel and AirtelTigo
Payments of Taxes to GRA by KGL
From 2019-up-to-date, KGL has NEVER defaulted in the payment of taxes to the Ghana Revenue Authority(GRA), and the records are available at the Ghana Revenue Authority(GRA).
Finally, the investigation by the Fourth Estate and Media Foundation for West Africa(MFWA) is completely bogus, and believed to have been executed with malicious intentions.

Mr Elvis Osei Mensah Dapaah, Member of Parliament for Ahafo Ano South West Constituency in the Ashanti Region, has supplied more than 12,000 textbooks to schools in his constituency as part of efforts to improve teaching and learning.
The distribution covered both primary and junior high schools.
A total of 5,406 English reading books were provided for lower primary pupils (1,731 copies for Basic 1 and 3,675 copies for Basic 2 and 3).
In addition, 2,000 Twi reading books were distributed at the lower primary level, while 3,000 English language books were allocated to upper primary students.

Altogether, 12,406 textbooks have been supplied to support pupils at different levels.
The intervention comes against the backdrop of rising enrollment figures in the constituency, with 10,794 pupils at the primary level and 7,438 at the JHS level.
Speaking during the distribution exercise, Mr. Dapaah reiterated his commitment to promoting quality education, stressing that access to learning materials should not be a barrier for any child.
“Literacy is the bedrock of academic success.
By providing these books, we are not only easing the financial burden on parents and teachers but also encouraging a strong reading culture among our pupils,” he said.
Teachers and education stakeholders in the constituency welcomed the initiative, describing it as a timely intervention and a major boost to the educational sector in the area.

Mourning Ghana – A People So Apathetic, They Seemingly Are Prepared To Die, Rather Than Complain, Agitate Or Enforce Laws
This is Eco-Conscious Citizens‘ final message to social and traditional media before we disengage from media engagement for a week of mourning.
Over recent years, Erastus Asare Donkor has produced documentaries exposing irresponsible, illegal mining and its devastating impact on health and the environment. Yet citizens’ awareness of, and response to, this ongoing ecocide remains minimal.
The recent Ghana Water announcement of a potential 281% water tariff hike, blamed on excessive turbidity caused by illegal mining, briefly stirred concern – largely financial, and not environmental or health-related. News of water plants closing attracted relatively little reaction among city-dwellers, although plans that will hit their pockets had them realising just for a hot minute that what happens in the hinterlands has a direct impact on them.
Last week, two state agencies reported high mercury and other toxic metals in kontomire and other staple foods. Despite commendable media coverage, public response was fairly muted.
For years our executive director, Awula Serwah, and others have warned of the existential threat due to our poisoned water bodies and farmlands. These studies only confirmed the crisis, yet citizens barely reacted to evidence that their daily foods carry life-threatening toxins. Where was the uproar of a people concerned about their very existence, due to the prevalence of contaminated foods and other products on the market?
This reflects a troubling complacency. Few act to change things, as seen in the poor turnout at this month’s Democracy Hub #StopGalamseyNow vigil and march. Some citizens refuse to join such activities simply because of misplaced partisan loyalties. Until we adopt an independent, Ghana-first mindset, wrongdoing will persist.
Noise pollution is another example: communities tolerate excessive noise from churches, event centres, bars, bolla taxis, parties and funerals. Those who complain are often dismissed as “party poopers”, “agents of the Devi”, or interferring someone’s livelihood”, while authorities rarely enforce laws.
With no sanctions, impunity flourishes – whether it’s noise, illegal construction on Ramsar sites, or developers ignoring “Stop Work” or kiosk-owners ignoring “Remove” orders marked in red paint. Enforcement often comes only under political pressure or when citizens persist relentlessly.
Eco-Conscious Citizens continues its advocacy, but change will remain limited without firm action from above. Government still resists declaring a state of emergency against the environmental terrorists poisoning our water, farmlands, and forest reserves.
Security Zones have now been declared – whatever the terminology, what matters is that the security forces must be properly resourced and armed with proper intelligence in order to properly secure our water bodies and forest reserves, and remove illegal miners and their equipment.
We await evidence of sustained successes from NAIMOS (National Anti-Illegal Mining Operations Secretariat) in protecting the environment in these security zones.

Haruna Iddrisu leads Asiedu Nketia, Ato Forson in NDC flagbearer race – Global InfoAnalytics Poll
A new poll conducted by Global InfoAnalytics has ranked the Member of Parliament for Tamale South, Haruna Iddrisu, as the leading contender to lead the National Democratic Congress (NDC) into the 2028 general elections.
According to the survey, Haruna Iddrisu commands 30% support, ahead of NDC National Chairman Johnson Asiedu Nketia with 24%, and Finance Minister Ato Forson with 18%.
Former Chief of Staff Julius Debrah follows with 10%, while North Tongu MP Samuel Okudzeto Ablakwa secured 8%.

Other potential aspirants, including Eric Opoku, Joshua Alabi, Armah-Kofi Buah, and Kwame Awuah-Darko, each polled 2%, with Dr. Ekwow Spio-Garbrah at 1%. Alfred Okoe Vanderpuije did not register significant support in the poll.
When tested in alternative scenarios, Haruna’s dominance becomes even clearer.
In a three-way race excluding Ato Forson, he widens his lead to 45%, compared to Asiedu Nketia’s 37% and Julius Debrah’s 18%. Among NDC supporters alone, his backing rises to 47%, with particularly strong appeal in key swing regions where he garners 48% support.
However, the dynamics shift considerably if Haruna is absent from the contest. In that scenario, Asiedu Nketia takes the lead with 40%, narrowly ahead of Ato Forson on 38%, while Julius Debrah holds 22%. Among core NDC voters, the race becomes virtually tied—Asiedu Nketia at 42% and Ato Forson at 41%.
Interestingly, Forson performs best in the swing regions, where he overtakes Asiedu with 47% support against the Chairman’s 38%.
The findings suggest that while Haruna Iddrisu is currently the clear favourite, his absence would create a fiercely competitive two-horse race between Asiedu Nketia and Ato Forson, potentially reshaping the NDC’s succession landscape ahead of 2028.By:William Narh
Dr.Bawumia tops NPP flagbearer race with 57%, Ken Agyapong trails with 29% – Global InfoAnalytics
A new tracking poll by Global InfoAnalytics has revealed that former Vice President Dr. Mahamudu Bawumia is the clear frontrunner to lead the New Patriotic Party (NPP) into the 2028 general election.
According to the poll, 57% of voters prefer Dr. Bawumia as the party’s presidential candidate, compared to 29% for former Assin Central MP Kennedy Ohene Agyapong.
Former Minister of Education, Dr. Yaw Osei Adutwum, secured 6%, Minister of Food and Agriculture Dr. Bryan Acheampong polled 5%, while former NPP General Secretary Kwabena Agyapong registered 3%.
In the critical swing regions of Greater Accra, Central, and Western, Dr. Bawumia also leads decisively with 57%, followed by Kennedy Agyapong at 32%. Dr. Adutwum and Dr. Acheampong each secured 4%, while Kwabena Agyapong obtained 3%.
The survey further indicates that in a potential runoff between Dr. Bawumia and Kennedy Agyapong, Dr. Bawumia would extend his lead with 62% against Agyapong’s 38%.
Among NPP delegates, Dr. Bawumia remains firmly ahead with 47%, while Kennedy Agyapong trails with 17%. Dr. Acheampong and Dr. Adutwum received 3% and 1% respectively, with Kwabena Agyapong also at 1%. However, 27% of delegates remain undecided, and 4% declined to disclose their preference.

The Data below(flyer attached to this Article) shared by Dr. Prince Hamid Armah, a member of “Rich Ideas Camp” shows that Dr. Mahamudu Bawumia is the Worst Presidential Candidate under 8year cycle of change of government.
Ghana has experienced 8year cycle of change of government since 1992 and these changes were experienced in 2000, 2008, 2016, and 2024.
The Analysis of Data shared by Dr. Prince Hamid Armah indicate that:

- Mills lost 2000 election with a difference of 13.8%, and 92 Parliamentary Seats.

This implies that Mills did better than Bawumia comparatively, and again remember that Mills lost 2000 after 2nd round unlike Bawumia who poorly lost 2024 in the 1st round.

Also, Mills was marketed by NDC for only 4 years before 2000 presidential election unlike Dr. Bawumia who was marketed for 16 years by NPP before the 2024 presidential election.
- Bawumia(2024) minus Akufo-Addo(2008) = 14.48% (14.94 – 0.46)
Remember that Akufo-Addo lost 2008 election after 2nd round unlike Bawumia who poorly lost 2024 in the 1st round. It also imply that, Nana Akufo-Addo performed EXTREMELY WELL & SIGNIFICANTLY BETTER than Dr. Mahamudu Bawumia.
- Bawumia(2024) minus Mahama(2016) = 5.5% (14.94 – 9.44)
Remember that both Mahama and Bawumia lost the 2016 and 2024 respectively in the 1st round, and the data show that Mahama did better than Bawumia.
Also, carefully comparing the Parliamentary Performance, Dr. Mahamudu Bawumia came across as a WEAK LEADER for the 2024 general election, and the facts backing it are as follows:

For the record, it is NEVER TRUE that, Dr Mahamudu Bawumia is the first NPP presidential candidate, on his very first attempt, to secure more than two regions in the decisive round of a general election.
This can be backed by the following facts:
- In 2008, Akufo-Addo won 4 out of the then 10 regions in the first round with 49.13%(Ashanti, Eastern, Brong-Ahafo & Western).

After the 2008 second round, Akufo-Addo won 2 out of the 10 regions with 49.77% (Ashanti & Eastern).
The percentage difference between 1st and 2nd round of Akufo-Addo’s performance shows that there was even an increase of 0.64% (that is 49.77 – 49.13 = 0.64).
Dr Mahamudu Bawumia’
Akufo-Addo lost the 2008 election with only 40,586 votes (0.46%) but secured a respectable Parliamentary Seats of 107 against NDC’s seats of 116; a difference of 9 Seats (116 – 107 = 9).
- In 2024, Dr. Mahamudu Bawumia won 3 out of 16 Regions (Ashanti, Eastern & North East) in the 1st round with 41.75% (275/276 Declared Constituencies). However, the actual data is 38.2% after the declaration of 276/276 Constituencies.
It is important to state that, if we are scientifically comparing the 16 Regions in 2024 to the 10 Regions in 2008, it means that, Dr. Mahamudu Bawumia won only Ashanti Region & Eastern Region, the typical two strongholds of the NPP considering the fact that North East was originally part of the Northern Region in 2008.
Therefore, the result of the 2024 election clearly shows that, Dr. Mahamudu Bawumia may not be popular in the Ashanti and Eastern Region.
For instance, Nana Akufo-Addo had 72.40% and 74.94% in the Ashanti Region respectively for the 1st and 2nd round of the 2008 elections. However, Dr. Mahamudu Bawumia had only 65.36% in Ashanti Region during the 2024 election.
Again, Dr. Mahamudu Bawumia abysmally lost the 2024 election with 1, 714, 179 votes (over 1.7 million deficit), and a Parliamentary minority of 88 against 183 of NDC; an embarrassing difference of 95 Seats(183 – 88 = 95).
The gap between Mahama and Bawumia in 2024 was 14.67% whereas the gap between Mills and Akufo-Addo in 2008 was only 0.46%.
Comparison of 1992 & 1996 to 2008 & 2024
- Prof. Adu Boahen contested the 1992 election as an opposition leader to a Military leader who has governed the country at that time for 11 years. This is unlike Dr. Mahamudu Bawumia who was the sitting Vice-President for 8years.

Prof. Adu Boahen won only one Region out of 10 yet obtained 30.29%, unlike Dr. Mahamudu Bawumia who won 3 out of 16 Regions (technically 2 out of 10 Regions since North East was originally part of Northern Region) yet obtained only 38.2%.

John Kufuor contested the 1996 election as an opposition leader against a sitting president of 15 years yet obtained 39.67% after winning only Ashanti Region(1 out of 10 Regions) unlike Dr. Mahamudu Bawumia who contested the 2024 election as a sitting president yet obtained 38.2%.
Conclusion
It would be advisable for Dr. Mahamudu Bawumia and his people to STOP discussing electoral DATA because no matter how they play with the numbers, it will still NOT look good for them.
